Why can’t I withdraw money from attapoll?

I created my PayPal account just last month, I'm done setting up my account but when i try to withdraw money from attapoll it says "transaction failed, contact paypal to resolve the issue with your account". Paypal is a bit confusing to me but i tried checking if I've left something but can't find anything.

PS: i can't think of any reason that could lead to this except for that one time when paypal sends to 1.x rs & ask you to pay that amount back on the app to verify. But while doing so i couldn't insert more than 0.5rs (50paisa) so i submitted that without thinking much of it. Could this be the reason? How can i fix this problem?
